The CYPP sets out Slough's vision, improvement priorities and targets, and summarises the actions we will take to meet these in order to improve outcomes and life chances for children and young people. Slough Children's Trust (SCT) will use it to monitor progress and evaluate services to assess the impact of national targets and local performance indicators and the views of children, young people, families and carers about the services.
The CYPP takes forward five key themes which are part of the Every Child Matters Agenda and bases them on the needs identified for children, young people, their families and carers in Slough. These are:
- Be Healthy
- Stay safe
- Enjoy and Achieve
- Make a Positive Contribution
- Achieve Economic well-being
Our plan is to develop services which are child and family focussed, through:
- Moving to locally-based service delivery, within communities and neighbourhoods
- Agencies working together to assess the needs of children, young people and their families and deliver services designed to meet those needs
- Schools and partner agencies working together to meet the full range of children's and young people's needs
- Securing greater involvement of the voluntary and community sectors
- Engaging children, young people, families and carers in planning and monitoring services and seeing the difference this makes
Strategically this means that:
- The planning and delivery of services is based on narrowing the gap between vulnerable children and other children in the community
- Partners are focussed on the children and young people of Slough and on securing the five outcomes for children of the Every Child Matters programme and "Building Brighter Futures"
- There is a key focus on the well-being and safeguarding of children and young people
- Commissioning arrangements are based on analysis of need and agreed priorities in the CYPP 2008-11
- Formal partnership arrangements are in place between all key local statutory, community and voluntary organisations;
- Partners participate fully in the new arrangements including joint planning and integration of services;
- There is a co-ordinated overview of arrangements for service planning and joint commissioning of services;
- Improved information sharing processes are in place, underpinned by firm agreements;
Organisationally this means:
- SCT take responsibility for agreeing the priorities, setting local targets for improvement, and implementing and monitoring the CYPP;
- Ensuring that the Slough Local Safeguarding Children's Board monitors and evaluates the effectiveness of arrangements to safeguard and promote the well-being of children and young people;
- Further development and evaluation of locality based multi-agency teams (MALTs);
SCT has the highest aspirations for its children and young people and this plan ensures that they remain strongly at the heart of our vision to improve services for children, young people, their families and carers.
